Background

Hungarian Interchurch Aid (HIA) was founded in 1991 as a faith-based organization. The founding churches are now working together as a growing community of professionals, volunteers, donors and responsible corporate partners to help those in need. As one of the largest, internationally recognized charity organisations in Hungary, HIA has carried out humanitarian and development work in over 40 countries, providing assistance to those in need wherever they may be regardless of nationality, religion or world view, all the while meeting the highest professional and transparency requirements.

HIA has its Headquarters in Budapest, Hungary, and operates Regional Offices in Ukraine, Iraq, Afghanistan, Turkey and Ethiopia.

HIA is implementing the biggest humanitarian response in its history in Ukraine since the 24th of February 2022 and plays a vital role in the international humanitarian response to Ukraine. Embracing a multisectoral approach HIA has created a complex portfolio of assistance while at the same time extending its geographical reach to 22 regions of Ukraine:

  • GRANTS FOR A COMMUNITY BASED RESPONSE (SCLR, FSG)
  • PROTECTION: case management, MHPSS, C4P with Assess & Assist approach
  • MPCA
  • SNFI: Small repairs, voucher programme, infrastructure rehabilitation & equipment support, SNFI & Winterization items distribution

 

Objective

Two years ago, HIA’s path was shrouded in uncertainty – today its strategy is clear. As millions of uprooted and war-affected people will need support for years to come it is imperative that HIA continues with its efforts in this prolonged crisis meeting the highest quality and accountability criteria.

Therefore the objective of the Consultancy is to provide a comprehensive needs and gap analysis on HIA’s MEAL (Monitoring, Evaluation, Accountability and Learning) system focusing on Ukraine and to advise HIA management on MEAL framework design including recommendations on directions based on findings.

 

Scope

HIA expects the service provider to have a comprehensive view on HIA’s MEAL system and processes taking into account HIA’s complex portfolio of assistance and operations in Ukraine, all components of the project activities. The expert shall work together with HIA Ukraine field and HQ MEAL staff, program management team and report primarily to the Head of Unit (HoU).

Service provider’s tasks include but are not restricted to the following steps of the consultancy:

  1. Needs and gap analysis: Review of relevant existing MEAL documentation: SOP, Tools, Tracking matrix, previous monitoring reports and current donors’ requirements, interviews with key staff members, review of MEAL resources against program portfolio.
  2. Presentation on Findings and Recommendations to HoU.
  3. Designing MEAL framework, tools and methodologies (inclusive of an SOP and elaborated procedure for UKR operations) with inputs of / in collaboration with HoU and key MEAL and Program staff.
  4. Provision of training on MEAL framework, tools and methodologies to key MEAL and Program staff.

 

Deliverables

  • Creation of executive summary of the main findings of the needs and gap analysis
  • Presentation of the findings for HIA management
  • Training materials on MEAL.
  • Creation of comprehensive documentation of MEAL Framework, methodologies and tools (inclusive of an SOP and elaborated procedure for HIA’s UKR operations)

HIA reserves the right to cancel the procurement process at any stage without any liability of any kind for HIA, upon notice to the bidders or publication of cancellation notice on the HIA website.
